I got H1B approval notice without I94 in May 2017 and my employer has not informed me till Dec 2017 and USCIS site still...

Hi guys,
does somebody know if an ESTA holder must leave the country in order to get an H1B Visa?
In other words, if a visitor who is physically in the States under the VWP is offered an H1B visa job, should he leave the country to get the Visa?
