Did hotel booking is necessary while travelling on B2 visa to visit relative, or staying at relative is fine.

I want to know how to deal the question asked on ds160:- Are you perment resident of any country other than your nationality. In my case i have resident permit from Belgium which ia a kind of perment stay, but its not mention on card. Do i need to select yes to this question?? Plz advice
