Indian Consulate of New York lost my US passport & other original documents including birth certificate application & certified checks. Can we sue these officials & have them pay for the loss of the people?

My name is different in the indian passport to the one in in the US passport. during the citizenship process I simplified my name. But now I am biginning to realize it may be a very difficult process to get a PIO/OCI card.

I had an Indian passport with my correct middle name (i.e Pradyuman).
Later on, I applied for citizenship after arriving to the US. I mistakenly had one letter missing from my middle name in my citizenship application (i.e Praduman).
As a result, USCIS typed middle name with one letter...
