VIsitor visa rejected - advice?

My mother appeared for visa interview and VO (Mumbai) rejected the visa. She is widowed. None of the documents of her assets wer looked into. In fact no documents were looked into. just a few Qs. How many children? (2) where your daughter live (bhopal MP) do you live alone (yes) and then it was rejected....
