What does processing lot shifts mean? It appears the consulate is trying to address some older cases from previous months.

Please refer to the following post by 221gproblem. If you understand the conveyer analogy, the processing lot date refers to date which is currently being processed at conveyer 2 (typically moving at the rate of about 5 weeks) . Once your case misses the processing lot, it is generally put on conveyer 3 which typically moves slower than conveyer 1 and 2.

I totally agree with 221problem's analysis and conclusions based on the data obtained and tracked since October 2012.

i dont know if it is good to share the status case numbers but to give you more hope and confidence, see this case number
see its update date and issued date in hyderabad consulate using CEAC website: 2013108 233 0001. It got cleared in 7 weeks.
May be the person took a week or two to submit required stuff so i am assuming it is average 5 weeks. Or may be it was a name
check without need of any documents and got cleared in 7 weeks.

There are many cases getting cleared in every couple of days... especially those whose status dates are updated frequently.
As somebody pointed out, when status dates are updated, it either means you are almost there or it may mean you crossed
one hurdle and unluckily put into other hurdle which may take some more time say 3 weeks.

If your case is genuine and clear and presented the documentations and answered everything properly then unless you are extremely unlucky
you should clear in 5 weeks. The word 'presentation' is important. as i mentioned one example of my friend who did not respond to the
questionnaire properly, he was held for more than 6 months though his case was straight forward.

Everything i mention here is based on the cases I have seen, based on my own experience and analysis and experiences of my friends in my network.
People who are stuck for more than 6 months have something special in their cases which makes it atough ride.. Either their name has
too many common hits or your case is not well presented.

I believe the way administrative processing works is simple.. To give you an example, assume that each case is moving in a conveyer belt like
the luggages on the airport... somewhere somebody is checking one case at a time when the cases passes through his window through the conveyer
belt.. when he picks up the case, he quickly want to see few things... for example if the case needed a documents he will see if you have submitted required stuff
in proper way. if he thinks you have missed something or not submitted properly, he dont want to waste further time on it because there are lot of
other cases he need to work on.. so he will simple put the case back in some other conveyer belt where it has to flow and reach someone else after few days or weeks.
that belt moves much slower... thats when the case status update date of that case wont change for long time. after long time either you follow up or somebody will pick up
and see what is missing.. either they communicate back or follow up with DOS or USICS or whatever and it may come back to original conveyer belt. again it may take
few days to reach it to the processing officer... that way it takes long time, hoping from one queue to other queue.

So what I mean is the key factor is, while your case is new and while it is moving in original conveyer belt, if you have provided or presented everything properly
then the first officer would immediately take decision and move it forward.. he will move it to the other processing conveyer belt where other officer will update it
to approved and issued and it will move to next conveyer belt where it will be picked and visa will be printed and then put it on conveyer belt which takes the passport to
VFS for deliver... this fast process can complete in 2 to 5 weeks.

If your case is stuck for 6 months that does not mean it was never looked at... it had its day, there was an opportunity to get it cleared but there was something
missing somewhere thats why it was put back to other slower belt where it took its own sweet time before coming back to normal belt.

sometimes 221g is simply given as an extended interview.. for example if you are given a 221g with questionnaire and few documents to be submitted over email
what that generally means is that your case was straight forward but VO did not had enough time to ask you enough questions during interview.. so what he does is
he extends your interview over email.. whatever he wanted to ask you during interview, he will ask you over email.. it is good for you because over email you can answer it cooly by
thinking and taking help from lawyer, HR or friends. when you submit required answers then the case goes back to officer in few days and it gets cleared in 10 days
assuming no holidays in between. Again if you are unlucky it may be taken to another 221g processing (like name check) from there but dont worry about that.

Regarding older case, you are right. I have observed that since 20th of June, the Consulate is clearing older case more often than earlier.

Facing delay on J1/J2 extension from india

Thank you snbtcca for such a informative study done on AP, which at least gives some idea of the delay

I was working on a federally funded project in US (research) from past 18 months on J1 visa, accompanied by my wife (in J2 visa) & kid (US citizen). Came for a 3 week vacation on may 5th & finished our interview at Chennai consulate on May 7th. The visa officer told us that it looks like things are all fine and just need to finish the AP in 2-3 weeks & send us to another window where an indian employee took our passports and my CV. I had the letter from my professor in US regarding the urgent need of my service back in US, but this person was not willing to take that letter. 56 days passed since the interview & still the case is in AP. My kid has to get his immunization which is already delayed by 3 weeks, we have to pay for our apartment & rest of stuff back in US. I will loose my job if it is delayed more. Also my DS 2019 is valid only until Oct 31, 2013, by that time I will complete 2 years in US so if I was not able to enter US before that I have to wait for 2 years as per the 2 year home country (212(e) rule. I mailed Dep of State & they asked us to wait till 60 days & the university can pressurize the case only after 60 days

Really the mental stress me and my family facing back here is beyond imagination. This is the 3rd time I am applying for US visa (1st time from India), previously both time I applied from Ireland & got it in hand in 4 days. Might be this can be a reason for the delay, also we both are having 10 year B1/B2 visa on passport along with J1, which I dont know will be going to create delay.

These people have to keep in mind one thing that for people who are already working there there are a lot of other liabilities which will affect their life due to this delay in return.

Just wonder whether there is anyone else facing similar problem

Will keep updated about our status on this post

        Regards

The above statement is of concern. Call your kids doctor in US and get the names of the immunizations due. You can get all types of immunizations in India. Please do not let the admin processing be the reason for this delay.

Rest assured, there are many in similar situation as you are. I, myself, have been waiting for my H1B renewal for the past 7 months. Dues like apartment rent, insurances, memberships etc are all getting paid remotely.

            take care.

                  Disheartened

Thanks for the explanation about the conveyor belt analogy snb.

Its so disheartening to see that since March 10th or so, the percentage of visas denied is so low - mostly less than even 50 %. So many lives have been put on hold, so many families torn apart, jobs lost and dreams destroyed simply because someone can''t do their job fast enough or well enough.

I don't see my case from May being cleared anytime soon, now that it has missed that first or second conveyor.

My feelings exactly. I am especially pissed that the DOS claims that they issue more than 80% of the cases within 30 days, but looking at Chennai data they are clearly lying! Only about 20% cases are solved within a month and about 50% cases are only issued even after 3 months

                            Hi arck,

Looking at your case and based on my understanding from all the data analysis and visiting various forums, last updates date change seems to be a good sign. At least something is happening on the case and the good news should be around the corner.

Do keep the forum updated once you get your visa issued.

                            All the best.

                            Regards,

Looking at your case and based on my understanding from all the data analysis and visiting various forums, last updates date change seems to be a good sign. At least something is happening on the case and the good news should be around the corner.

                              All the best.

                              Hello snbtcca,

I would like to say good work on the analysis, could you tell me how you are calculating the day 221g was handed over? for example if the case status number is "2013140 604 2" do you know the date on that? I tried decrypting it and i could only make out the year"2013" from it.

If you can provide any leads it will be awesome. that way i know when u say processing lot shifts to june 3rd - I can expect what i am looking at. your thread definitely gives me a ray of hope in this waiting process.

                              Thanks
                              -appreciate what you are doign.

                                Hi saratdev,

Its pretty simple. the digits 4th to 6th gives the number of days elapsed for the year.

                                For example,
                                2013140 604 2 -> 4th to 6th digit is 140 which is 20th of May.
                                2013141 YYYY X -> 4th to 6th digit is 141 which is 21st of May.

One caveat though - The time of interview is also of essence because the case number is allotted based on US time and not Indian time.

                                Regards,
                                snbtcca
