Visa Status showing as Refused

Hi,

I am done with B1 Interview, and consular told me My Visa is Approved, till afternoon Visa Status showing as Administrative Processing, but in evening it's show as refused. My passport is still with US Embassy/Consulate.
Can anyone help me what this means.
