Urgent please! H1 to H4 to H1 transfer in 7th year

I got 3 years of extension after 6 years of H1b visa. Now i am in the 7th year of H1b visa and i got laid off. I am planning to change my visa from H1 to H4 then again from H4 to H1 once i would get the job.
My question was, will H4 to H1 transfer in 7th year of H1b visa fall in quota system or will it be free of quota?

You will have to go through the quota and you are not eligible for a new CAP unless you spend 1 year outside U.S. If you have been laid off, then the employer will stop further GC processing and will revoke your I-140. Extension beyond the 6th year with a new employer is not possible without a valid I-140.
I suggest you take the help of a good immigration attorney.
