transportation letter?

Please provide us with new medical and new police certificate so we canissue a transportation letter.

this is what i got from the ebassy, i applied for my visa that i been waiting for thru my dad.......what does this mean transportation letter i know it's for people that have lost there green card and they need to re-enter the states. i been waiting for a long time and had few delays from not reaciving letters and my interviews and what not........but can anyone help me out does this mean??? sorry for the grammer

well the thing is that my dad has applied for me adn i been approved for over few years and i sent to the embassy and they sent me the email.......so why would a transportation letter have anything to do with me??? like i said my case got messed up and what not but now it's all good....does this mean maybe with all my mix up my papers are ready and im ready to go to the states???
