H4 to F1 conversion

Hi,

I have been in USA from one month. I came here with long term assignment. My husband is with H4 visa. He want to do MS here.

Could any one please give me complete information regarding H4 study in USA.

I have few queries as below:

1.Will H4 holding persons has to write GRE and TOEFL to get admission in universities?

2. Will H4 persons needs to pay more fee than F1 students?

3. Process of changing from H4 to F1

Please help me on this.
