OPT on the basis of previous university Program

HI,
I completed MS in computer science in Dec 2012. After that I joined P.hd in computer science in different university. But NOw I am thinking to quit my P.hd program and apply for a job. Is it possible to get OPT in my case? I never got OPT or CPT during my F1 till now.

Any help on this will be great because I do not know if I can get OPT from my current university or from Old one.

No, you will not be eligible for OPT based on your MS, that boat has sailed. And since you have not completed your PhD, no post-completition OPT with the new school either. Pre-completion OPT is possible, but that means you will need to continue with your PhD. During regular school semesters (Fall, Spring), you must attend classes and then may apply for part-time OPT.
