f2 to f1 visa conversion

Hi,

I am holding an f2 visa.i got admission in a US university.My class will begin in january.
I have to convert from F2 to F1 visa.
1.if i apply for a change of status from f2 to f1 within US, will i get my f1 visa status in 2 months?
2.My husband is currently on OPT,so if i go to india to change my status, will i get F1 visa or is it risky?
3.can anyone please tell me which is the better option?
