I was a F1 student for my PhD degree in 2009, and I did not apply OPT for this PhD degree.
From 2010 to 2012, I left USA after graduation, but re-visited USA from time to time with B2 visa and H4 visa.
Currently in 2013, I am studying for a Master degree in business in another school with H4 visa, I am planning to change to F1 status.
I am wondering, if I am eligible for OPT for this Master degree? Since I was a F1 student for a PhD degree before 2009, I also found some documents which say that if a F1 studies for a lower level degree after a high level degree, he will not be eligible for the OPT based on the lower level degree.
As for my case, I have three years gab between my previous F1 status (PhD 2009) and my current studies (Master, start in 2013), the international office in my current school told me that they belong to different categories but there is no specific regulation in my case. They are uncertain and ask me to take my chances.
So am I eligible for the OPT based on my current master studies?
