Best way to find jobs in USA on H1B without personal network

Hi

I am in India on H1B and have stamped already. I wanted to know what is the best way to find a new/first job in USA if you don't have a personal network in USA. I am applying through dice.com and Monster.com and have attended few interview also. My employer is not letting me come to USA until and unless I get a job. This seems to be vicious circle. Most of the employers ignore you once they know that you are in India. This time, the job market seems to be really tight. Please give any suggestions / tips. Will be greatly appreciated.

If you have an employer who sponsored your H1B, you already have a job.

It is not your responsibility to find work. It is your employer's responsibility.

Well, My employer had an internal project but that got cancelled and I have been left with no option but to look out for a project.
