Applying for OPT and traveling

Hi,
I need to apply for OPT starting mid Feb. I am traveling outside US from Dec20 to Jan20. Can I apply for OPT now As I am leaving on 20th Dec, if I apply for OPT now, can my friend collect my I20 when its issued by and email the packet to USCIS on my behalf ? Is this OK or would this create any problem?

You need to consult international student office in your university.
This is best thing you can do instead hearing to others, definitely they will give right suggestion.
