Limits to entering USA?

My boyfriend wants to visit me from Canada. He was here for 2 weeks then left, and will have been jn Canada for another 2 weeks before coming back to visit me. he does not spend a lot of time in the usa and this is just a fluke, so I am wondering if they will deny him because he will be visiting the usa 2 times in one month.
