Query regarding wheelchair assistance

Did any parents travel with wheelchair option recently in 2011. We opted for WC for my mother but the travel agent has asked for medical certificate. These seems to be new rules as earlier nothing of this sort was asked. Will just a medical certificate be enough or they ask for more detailed records. My mom is aged and has arthritis pain and cannot walk long distances at a stretch. Will even genuine passengers have to forego this facility?

Also will opting a WC make any difference in stamping the stay duration at the port of entry?
