Refusal 3 times of visitor visa urgent help

Hello every one

Can i file the prayer petition to UK consulate against their decision?

or

Can we file the complain against the consulate decision or can we ask them why they refused visa every time as they are not giving valid reason though?

Scenario :

My neighbor uncle aunty had applied uk visitor visa last year and they got rejected after that they applied again where they fulfill all requirement of UK Letter which they mention in rejection letter. now its been 3 time they applied and they got rejection reason that they are not genuine visitor they did not travel in past

so pl suggestv what should we do best?
can we just email them and request ther?
or pl share some views and knowledge so i can consider and help them

Reason

Pls upload the reason they gave in written actual... Uk embassy always gives reason why they don't find genuine!... Upload... Then one may give their sdvice....
On first note i feel only reason would be the form they have filled ... Pls get the form details..
