HSMP dependent holding job?

i would like to apply for the HSMP visa of UK.i am qualified for the HSMP min 75 points how much time it will take to apply for it and get an approval for the same?

also can the dependents of HSMP holders do job on professional side i.e IT?
how much time will it take for the dependents of HSMP holders to join the spouse?

Unlike USA the spouses in UK can work unrestricted. That is the limit of my knowledge
