mother's visa from india rejected due tolack of funds

i have provided sponsorer letter for me and my wife, employer letters, payslips, bank statmemts and address proofs...
mother is housewife and no income on her own.
ukba rejected applicaion stating that she has not got clear intention to return to india as she is dependent on her family for income and also no sufficient money...

i have provided in letter that we will provide to and from ticket from india to uk and also tk responsibility of accomdation and expences...

what should i do?
please advise...
