Uk - Visa for adult sibling

Hi,

I work and live in Cambridge on an Exempt vignette for past 4 years. My sister lives in India and I want her to come to the UK, we have following complications:

1. She has not been working for sometime and I am supporting her financially so no financial ties with home country
2. She is separated from her partner, no parents, no kids so no family ties
3. She has got her visitor's visa refused in 2018 because of above two reasons

Is there any type of Visa by which I can get her in the UK with me? I know there is dependent relatives Visa but for that the dependent should have age or disability or illness and we don't have any of these.

Will it be helpful to take legal advice?
