please anyone help me with question on Green card

My name is Bakhromdzhon Dzhuraboev and I am from Tajikistan. I was selected/won the DIV (green card) in 2007-2008. For the now I do not remember my "case number" provided by the center. I passed all the steps, and when the interview was appointed for me in Moscow I was not informed (simply I did not know/received any letters/mails that I have a visa interview in the US embassy in Moscow on 6 or 7th of April, 2009). It was very sad. As far as I remember the deadline for application process was in August 31, 2009. One month before the deadline I called to KCC to get info on the status of my application and they told me that I had an interview appointment on 6-7 April 2009 in Moscow (at that time I was working in Moscow). But I told them I did not know about this, I did not get any information on the interview. They asked me to call to US embassy in Moscow and deal with them but when I call to embassy, the guy who answered told me that our services chargeable. And I just hung up the phone. Up today I did not do any action on this but now I am wondering is it possible to renew or to demand the KCC to reappoint my interview/th process. There is no any of my fault here, and I hope it is possible to do this.
