Green Card Lottery Winner Qualifying Child - URGENT HELP

My brother won a DV lottery last year. He played as a married man and listed his wife and kids. He started the process, filled out everything and now waiting for interview BUT now his former girlfriend whom he has a child by decided to do the unspeakable thing - She took my brother son (5 years boy) away from his father and went to an other country. My brother was able to trace and contact her but she is refusing to send his son back to him. What are the options if my brother show up for interview without one of his children? What can he do since the boy is not with him? Please help..any help or advice will be highly appreciated.

Just have him explain what is going on, more or less. Tell him to bring evidence of the identity of the child. He might not be able to obtain a green card for the child immediately. But this should not jeopardize his own case.
