Sponsoring a Refugee who lives out side the usa

I have a family member who is out of his country (Eritrea) and now lives in Sudan.
He can not be back to his country because of fear of persecution which is very known problem in Eritrea as it is in Syria. The UN already Urges Eritrean refugees not to go back.

I want to sponsor him as a Refugee to USA? I am willing to be responsible for everything.
What steps do I need to do to bring him here as soon as possible
