Sponsor for my niece from Vietnam

Hello,

I and my wife are GreenCard holders in 2017. In 2015 we had my niece (she is my daughter of my older and direct brother) in Vietnam as my kid officially with all government paperwork. We (my niece, my wife and I) used to live in the same house for more than 2 years in Vietnam.

Now, am I qualified to sponsor for my niece ( my adopted child) to US as permanent residence?

May be, depending on her age, you can do adoption?
