Can both wife and I apply for DV lottery

My wife was born in a DV eligible country. I was not.

Can we both submit separate applications where we list each other as the spouse or can we only submit one application between the two of us?

This is incorrect. OP can apply twice using their spouses country. Once with themselves as primary applicant and one with their spouse as primary applicant.
