Is DV lottery subject to the 90-day rule?

Hi all,

Does entering USA on a non-immigrant visa (e.g. J-1) and then shortly after (in less than 90 days) applying for the DV visa lottery (e.g. two weeks after entering) constitute 1) fraudulent behavior and/or 2) immigrant intent?

It would be great if someone could clarify this, thanks!

entering DV lottery wont count as anything (as in No immigration intent etc).

when you are selected however, and file the DS 260, that is a different matter.
