Green card Eligibility For Dual Nationality

Any Help appreciated,

I am a Hong Kong SAR citizen and also a UK passport holder, am I eligible for the greencard lottery, as hong kong citizens are allowed to participate but UK citizens are not. i currently reside in the Uk.

It goes by country of birth, not by citizenship.
