Im a uae born indian citizen.im already on an h4 visa right now and im living in the usa.can i apply for the diversity visa?if i can,what are my chances of winning the lottery?.is there any consequences if i dont win the lottery and if i apply for the green card with my h1 spouse in the future?!

You can apply for GC lottery, it is not related to your h4 status and should not affect if you do not win.
Chances are not very high but to apply is better than to do nothing
