Won DV lottery but on removal proceedings which were closed administratively(prosecutorial discretion). Which is the best way forward to adjust my status?.

Adjustment of Status in most categories requires that you be in status at the time of filing I-485, and have never previously been out of status. I am guessing that you are out of status?

So you cannot do Adjustment of Status for your DV. You can still do Consular Processing abroad, but leaving the US will abandon your asylum claim.
