There is no restriction. You can apply for B1 if you have justification for it, not as a replacement for L1. I would wait for a few months before applying B1 immediately. Avoid using B1 as an L1, that is , to do the same work that you would have done on L1 . B1 is for business meetings, requirement gatherings etc. it should not be used to do work in US.

You would also have to mention L1 rejection as prior visa refusal in DS-160, you may or may not get questioned on that in the interview.
