221 g administration process b1 visa from 10 months

We( myself and my wife) have given a interview for non-immigrant visa on 5th December 2012. At the time of our interview the Visa Consular has put our visa in Administrative Processing and given us number to track our application. Our passports was kept by embassy and its more than 10 months now. Its is really very frustrating. There is no update on my case since 5th of December. please advise me if i can contact any other department or agency or anything else i can do? i have written to consulate so many times, unfortunately the response was same as process is ongoing. what is the maximum time for processing? ... thank you...
