B1 - emergency visa (urgent)

My brother applied for B1 visa within last 1 year and got rejected.
Now, he has another appt for B1 visa with US embassy.
This appt was taken as an emergency appt by his employer.

He came to know now that emergency appt is reserved for people who have not been rejected any US visa in the past 1 year. The consulate advices to use one's discretion before applying for an emergency appt.

What are the chances that his B1 visa will get rejected because it was an emergency appt?

It is very subjective in this case and difficult to say.

Emergency appointments are not given for business purposes generally. Many cases the emergency for applicants is not an emergency for CO's.

It is not necessary that if your visa has been previously refused, you do not qualify for an emergency appointment. In fact the system will allow you to proceed and make an emergency appointment. Issuance of visa will depend on the purpose and how it is presented at the time of the interview.
