URGENT: Stamping in Singapore i visa is approved by Chennai Consulate after 221(g)?

I interviewed at the Chennai Consulate for a B1 Visa on 30th December 2015. I am joining a new job in Singapore. The well known tech company has its HQ in the US. The B1 Visa was required for onboarding and training at the HQ. But, the visa was kept pending under 221(g). I finally got a letter asking for proof of employment at my last employer which I sent through VFS today. Now, I'm relocating to Singapore this weekend and it's impossible for them to approve my visa and then I get it stamped via VFS. Can I get it stamped from Singapore if they approve the visa at the Chennai Consulate? If so what's the procedure for that.
