B1 Rejected twice

My B1 VISA is rejected twice in 2 years
Can anyone let me know what mistake i did and why only me they are rejecting

First Interview Attempt August 2016

VO: Invitation Letter ?
ME: Gave the letter

VO : Handed over the passport and section 214(b) and said i am not eligible


Second Interview Attempt 25-09-2017

ME: Conference

VO: What is the conference about
ME: answered

VO: Where is it ?
ME: Atlanta,GA

VO: Invitation Letter ?
ME: Gave the letter with the ticket

VO: How many days are you going to stay
ME: 2days

VO: What are you currently doing ?
ME: Working

VO: Which organization ?
ME: XY Company

VO: Designation ?
ME: Analyst

VO: Work Experience
ME: 3 Months

VO: Previous Experience
ME: This is my First job

VO: Annual Income
ME: XX Lacs

VO : Handed over the passport and section 214(b) and said i am not eligible

Can anyone help me what should i do to get a visa ? obviously i don't want to stay in USA then why are they doing this
