221g adminstrative processing

Need your input on this. My h1b visa is in admin processing for past two years under 221g and there is no status change after further checking. In my new Ds 160 for b1 visa, what should be my answer to if previous visa is rejected ?? Is it yes or no ??

Answer is NO, your visa is never ?rejected?. Its still under processing.
