Working on B1 visa

Dear Sir,
I'm from India and got a job offer from US reputed company. The company has provided offer letter for B1 visa as after training I will be moving to Middle East. Two times I am refused visa under 214(b). Will you help me in getting B1 visa.

Please advice in this regard.

You can't be working in US on B1 visa. You need something like H1 visa.
