Would early visa denial under security related grounds be permanent

I have a friend got his B1 visa application refused under 212(a)(3)A, security related grounds, is this kind of denial permanent? any successful chance for the future visa application?

Security threat is always permanent unless he falsely identified as security threat. Burden is upon your friend to prove it.
