USCIS notice

just wanted to ask help with the notice/letter we got from USCIS.... they are questioning why our employer put a requirement of 2 years college or experience for the positions here in our office (1) Dental Assistant and (2) Dental Biller.

how do we answer it?!?!

What kind of petition is it?
