Your information is excellent. Thank you. However, one thing is not covered, The situation is that the original request for extension was denied. A letter requesting reconsideration was sent to CIS with plenty of documentation. This was done per instructions of an immigration agent at CIS in Los Angeles by phone. Then the entire package was returned saying that a formal motion for reconsideration should be filed with a new (and increased) fee.
Meanwhile, the tourists left the country and returned home, but after a 6 week delay after the denial. They had this delay because they already had return tickets for the date they actually left and were traveling throughout the US in a mobile home, and were midway across the country when the rejected package arrived (to a relative's house).
They are willing to now pay the extra money and file a formal motion for reconsideration but since they have already left the US, will CIS adjudicate the package? Or will they say it is moot since the family is back in their home country already? They want to do this because they are concerned about their multiple entry visas being revoked and about problems they might encounter returning to the US in the future.
Everything else was answered very well in your web site, but this is unusual. The question is: Will CIS adjudicate a motion for reconsideration after the visitors have already left?
