B1 rejected twice

Hi,

First my visa rejected on 05-Feb-10 and then my company reapplied for second time and got rejected second time today, 30-mar-10. VO rejected under 214 b.Please advice when I can reapply. I work for a US based bank. Can anyone please have a look and advice me?
