I am planning to change surname in passport. In my case I use "Sk" in all documents like PAN, Adhar, Voter ID and educational documents. But my passport has expanded short name https://speedtest.vet/ https://vidmate.bid/ "Sekh" and I have B1/B2 VISA with surname same in passport. Please note that "Sk" is short name of "Sekh" and both are same. I will get a new passport with this change(surname "Sk"). Do I need to reapply for B1/B2 VISA freshly or existing VISA is still valid?

Your passport should have your full / complete legal name and match the birth certificate (unless married and surname changed). This is your only document that is recognized internationally.
If you decide to change the surname to Sk, it's no different than changing name after getting married for visa purposes.
No need for a new B1, as you will be carrying the old and new passport upon your next entry to the USOpinion only. Cannot be construed as legal advice.
