Switching from H1B to B1

Hi, If my H1B gets denied ( I 94 expired ), can I switch to an existing B1 ( valid till 2025 ) to attend meetings ? And during that time, can I apply for L2 ( my spouse has L1 ) while staying in US.

Yes, you'll need to file I539 to change your status.
