Can a Vietnamese company cancel a foreigner's work permit sponsored by them, and threaten to cancel their business visa if the foreigner doesn't pay expenses? The company can report the cancellation of the work permit, but it would take time for immigration to act. If the foreigner hasn't signed any document with the company, they can leave Vietnam before the printed date on the business visa and obtain a new one from outside.

If you can arrange proof of threatening & whatever expenses sponsor is asking for the worker, you can file a complaint at USCIS site.- I am not an Attorney, hence not giving any legal advice. Just sharing MY opinion with an intent to help others.
