Can I apply B1 visa while H1b Visa stamping is pending ?

Hi All,

I recently went for H1b Visa stamping and got 221g green form saying that my petition is being returned to uscis for further review.I would to know if I can apply for B1 visa for the interim ?
How good are my chances to get B1 visa.

You can apply for B1 visa only if you are going to the U.S. for the purpose consistent with the B1 visa.
