F1 Visa and Selective Service

Hello,
I need some help with this issue, I came here I was 19 years ( Dec 2000 ) in a F1 Visa, I didn't go to college at all, Now I am 30 and in process for getting citizenship. In the N400 Documents checklist :
If you did not register with the Selective Service and you (1) are male, (2) are 26 years old or older, and (3) lived in the United
States in a status other than as a lawful nonimmigrant between the ages of 18 and 26, send:
A “Status Information Letter” from the Selective Service (Call 1-847-688-6888 for more information).

Since I didn't go to college, eventually I became illegal immigrant, do they need letter from SS ? should I wait till the letter arrive from SS and attached with the N400, this will delay me for 90 days?
or should I send my N400 and if they request for the SS i can send it later ?

last question, in N400 question 33, I should answer Yes or No ?

Does this mean you became a legal permanent resident when you were 25? If yes, you had to register and your question to 33 would be YES.

No, I got green card in june 2009 , so I was 28

Since you have illegal stays in the US, I would strongly advise that you seek help from an immigration attorney before you apply for N-400.
