why take risk if you are not sure, just go and get new passport photos and file for your N-400.

Thank you Dtrain, i toke the pictures at CVS but they didn't cut them for me, do i have to cut them or just send them like they are?

If you told them its for immigration then just send them with your application without cutting any edges, make sure it's the correct immigration requirement.
