It is unusual to not receive a Biometrics appointment within 30 days of submitting the N-400. The first suspicion might be that the appointment notice was sent but did not reach your address. You need to protect the $680 application fee investment by starting a paper trail of inquiry about your missing Biometrics appointment. Send a letter to the address given on your N-400 Receipt Notice of Action, complaining of the lack of a Biometrics appontment, and ask for written confirmation that your letter reached your file.
Sometimes at USCIS procedural interviews when Biometrics completions have not reached the applicant's file, the reviewer provides the applicant with written instructions to go to an ASC (Application Support Center) and get the Biometrics regimen as soon as possible.
