I am so happy and appreciate your responses which answered all of my questions about DS-260 before figuring out this forum. I am still waiting for the $325 invoice of DS-260 and complete it online then. However, I have another question about I-485 Application to Adjust Status. My mom is the principal applicant in Vietnam waiting for the visa interview. According to the I-485 instruction, I can submit I-485 for her now, a notice of bio-metric service will be sent later. However, she is not in the US yet. I am wondering if I should submit I-485 now or wait until she comes to the US. I would greatly appreciate if you could give me some clues about it.

When your mom arrives in the U.S. on an IR-5 immigrant visa, she does not need an Adjustment of Status, as she will be receiving her Green Card automatically after you pay the $165 Green Card fee.

The Adjustment of Status I-485 used for those arriving on nonimmigrant visas (K1, K2, etc.), or having status converted from a nonimmigrant visa (B2 to spouse of U.S. citiizen).

Thank you so much. You saved my life. I did not pay attention until I got your reply. I thought all people had to submit I-485 to get their Green Cards. Thank you so much. I double checked with USCIS website and found it out. However, I could not find the $165 Green Card fee on the website. Could you please help me locate this fee? Do you know when I can pay the $165 Green Card fee? Is it before or after her interview?

Thank you for your info. I think I am ready to get my mom's papers done with your help and I know what I should prepare next. Also, I am going to file I-130 for my sister with her husband this week. She will have a baby next Jan. Could you please go through all steps of my sister's case? I know it is pretty much the same with my mom's, but her case is different with her husband and children. I would like to make sure I will not miss anything. I will pay $420 for the I-130 and wait. Will I send her baby's birth certificate when hers is born? Should I submit anything else? For her visa process in 12 years later, will I have to pay the fees: $120+$325+$165 = $610 for each members of her family? For example, hers has 3, I will pay $610x3 = $1,830. Is it? All of your info and advice would be appreciative.

I have been following this thread and your suggestions are very helpful! But I'm running into a situation here that I don't know how to solve. Hope you can shed some light for me too!

Here's a bit of my background:
- I have filed I-130 for my mom and now with NVC.
- ds 261, AOS fee were all done around mid March.
- All the supportive docs have been submitted around early April.
- now I'm waiting for the ds 260 and IV fee to become available

I called to check on the status early May and was told that they have received everything and the IV fee and ds 260 should become available for one week time frame. However after one month, I'm still waiting, but my mom recently received a letter from NVC telling her to go online and do the ds 261. I already checked online portal, it's still showing confirmed. Is there something I missed??

You can do the DS-261 a second time, even if it appears completed and in order. Sometimes that seems to trigger getting the $325 fee bill.

Yes, you can submit civil documents before the DS-260 is available or completed.

There are two possible cover sheets available to you:

1. The online cover page available for either AOS or civil documents that is available after you pay either online.

2. The single cover sheet that comes by mail and lists all the standard sponsorship and civil document items.
