Eligibility WS -Q10 (Selective Service)??

Hi,

I came to the US in 1995 (age 24) on an H1. Got my GC in 2000 Oct.(age 29)
Planning on appliying for citizenship.

Kind of confused with Question 10 As I've not registered with Selective Service.

Please advice if I fall in category c or d. If d how do i get a letter from the Selective service
