  • Applying for first passport of my child who's out of country

So my child was born out of country and i am filing DS-2029, consular report of birth abroad application. They have also asked me to file AR-11 with it. When going through the passport application, i see that there is a section on page 1 that asks me to STOP and have this section filled out by authority. Dont know what to do, since Post Office will ask me to bring the child and i can't, since she is not currently in USA. Any help will be appreciated.

I asked NVC and they couldn't help me with this. Phone called the embassy and they wont answer phones.

CRBA will be done overseas. You will go to the embassy. You will give them AR-11. You will get the passport there

NOT true. One can file DS-3053 and passport will be issued to minor. Thanks for the advice though.
